Meta is seeking an experienced professional to join our North America Infra Data Center team and DEC Engineering - Capacity and Deployment Strategy organization as a Global Deployment Strategy Lead. The successful candidate will join a team of highly skilled and experienced construction professionals with knowledge and expertise in many areas of project development and planning, with core responsibilities in cost, schedule, constructibility and commercial risk, and a particular area of expertise around "tip to tail" scheduling.Industry knowledge and relationships will be leveraged to enrich the in-house Meta team with historic industry performance, current trends, emerging risks to influence early development strategy and pre-construction plan for new regions and new products globally.The selected candidate will have experience working as a highly functioning, highly competent expert with the ability to collaborate across functional teams, and have a broad knowledge in the construction industry, especially as related to cost, schedule, constructibility, and commercial risk management strategy.

Deployment Strategy Lead Responsibilities:
- Build strong relationships and consistent communications with the leads of the multiple XFN teams and ICs.
- Deep knowledge of development and construction scheduling to build programmatic frameworks and critical path analysis to inform “what if” scenario planning and gain a high confidence level for project delivery at the time of site specific design kick off.
- Thrive in a highly collaborative environment by leveraging core competencies to meaningfully contribute to collective success of your team and the broader cross functional teams essential to successful new region and new product development.
- Contribute to the delivery of the master plan analysis for future sites, including accessibility, logistic plan, off site improvements, geotechnical analysis, local requirements, neighbor risk mitigation, market conditions, labor availability, etc.
- Build high level “Path to Break Ground Schedules”, factoring the location, the site conditions, time of the year, labor availability, type of design implemented, etc. Path to Break Ground schedule will include identification of critical decision milestones and identify “last responsible moment” for critical path decisions and commitments required to hold break ground, foundation start and hand over dates. Early financial commitments will be flagged and potential sunk cost risk identified.
- Provide a clean transition of a new region new product development from DEC Engineering to DEC Design and Delivery teams. Include pre-populated list of deliverables documenting the development process and key decision history to hand off to Delivery Preconstruction Manager prior to Delivery and Design Kick Off (DDKO) which is the milestone hand off and transition from DEC Eng to DEC Design and Delivery.
- This position requires development of strong relationships with managers and ICs across Infra and DEC including key stakeholders from Engineering New Product Design and Integration, Delivery Pre-construction, Design Center of Excellence, Site Selection, Energy, Water, Policy and Strategic Planning and Analytics as well as select Supply Chain Partners.
- Close collaboration with the DEC Estimating team and Scheduling teams in Delivery and Tech Ops is required to meet detailed delivery of essential work products related to cost and schedule.
- Set the targets for each project (Cost and schedule) and communicate to the stakeholders. Coordinate multiple internal XFN teams (EESS, PD&I, Design, etc) and external teams (GCs). Define the deliverables needed and the quality expected. Keep teams accountable to guarantee a successful implementation of the road map established.
- The team will have the Ability to understand the big picture, goals and values of the New Product types. Differentiate between “must haves” and “nice to haves” and ability to push back and challenge internal partners to accomplish the agreed upon goal. The team will also provide detailed constructibility reviews in multiple stages of the project to influence the design to build safer, more predictably, efficiently and cost effectively.
- Anticipate the need of new process and tooling required as the business needs change. Identify and support initiatives to meet the company goals and find opportunities to improve efficiencies.
- Data Center experience and expertise specifically related to cost, schedule, constructability and commercial risk management.
- The candidate is a domain expert with knowledge and ability to influence programmatic strategy at the early stages of new region and new product development that will serve as the foundation for successful project execution.
- Closely working in collaboration with many XFN teams including Site Selection, Energy and Environment, Policy, Delivery and Operations teams to perform site evaluations, develop master plans and inform strategies and decision making with pertinent cost, schedule, constructability and commercial risk management analysis for future regions globally in both the new builds and lease space.
- Closely working in collaboration with the Engineering Product Development and Integration team to develop new data center building product types and solutions. Leverage cost, schedule and constructibility expertise to influence engineering strategy by providing “real time” feedback on cost, schedule and constructibility to inform target pricing, develop value engineering, inform trade-off evaluations and financial TCO/NPV analysis, ROI analysis, and other models that will be used to inform leadership decision making.
- The candidate should have deep knowledge of construction scheduling and expertise to understand and inform the critical path schedule from “tip to tail” of land development through commissioning and handover complete. The candidate should be able to build the “path to break ground” schedule that informs early site viability analysis and probability confidence levels as a site and product type move through the development process to ultimately be recorded in the Plan of Record prior to Site Specific Design Kick Off. Key milestones and decision gates will be highlighted to identify the “last responsible moment” for leadership decisions as well as key commitments and risks highlighted during the development process.
- Constructability experience to leverage knowledge on building types, means and methods, industry practices, phasing of work, durations, concurrency, critical path analysis, commissioning and risk identification and analysis.
- Travel required: Up to 20% (15% Domestic and 5% International).
Minimum Qualifications:
- Expertise with hyper-scale data center projects, large capital programs, ground-up construction, greenfield site development and retrofit work with expertise in mechanical systems, electrical systems and connectivity.
- Experience collaborating, influencing, and in leadership.
- Bachelor's degree in Construction Management, Engineering or equivalent technical degree and minimum of twelve years direct professional experience in Commercial Management, Preconstruction, Construction Management, Engineering, Scheduling or equivalent.
- Knowledge in Scheduling tool working experience (P6 or equivalent) , with full understanding of construction interdependencies and critical path analysis.
- Proficiency in main aspects of Preconstruction: Budget Development, Target Pricing, Value engineering, Scheduling, Critical Path analysis, Constructability and Commercial Risk Management.
Preferred Qualifications:
- Construction Claims Management/Avoidance Experience.
- Professional Engineers license in mechanical, electrical or civil engineering or an advanced degree , and/or certification in Project Management or Scheduling.
