RESPONSIBILITIES (=) MAIN TASKS (+)
= Provide expertise in the field of Permit to Work Coordination related to the EPC executed at CXG Yard
= Provide coaching and expertise to step up the PTW system in force at CXG Yard.
As such he is in charge of:
= The administration and co-ordination of permit system identified under CXG control, in order to ensure that all tasks performed via the PTW do not clash and cause any danger to the workforce or assets of the project.
= Controlling of PTW System on behalf of Vessel Conversion Manager (controls permits and certificates as defined in the procedure).
+ Check clashes between activities on board of the FPSO performed under valid permits and new activities requested by Performing Authority's (PA) at the start and revalidation of the PTW process.
+ Organizing through Authorized Gas Testers, gas testing and confined space entry permits if required for safe execution of work for which PA's apply for.
+ Organizing through Insulation Authority (IA) application of isolation or de-isolation of equipment and / or system(s) as requested by PA throughout the PTW application process.
+ Organizing through Insulation Authority (IA) reinstatement of applied isolation or de-isolation of equipment and / or system(s) as applicable for relevant permit upon permit close out process.
+ Maintaining Master Electrical Isolation Register (MEIR) and Master Mechanical Isolation Register (MMIR).
+ Maintaining PTW Register and archives.
+ Maintaining PTW Status and Display Board of all Permits and Certificates in use.
+ Reviewing completed PTW application form and attachments submitted by PA., ensuring the correct permit and any additional certificate(s) and attached documents related to the task to be performed are used.
+ Signing the permit confirming that there are no clashes with other ongoing activities within the areas the new or revalidated work is to be performed.
+ Keeping Affected Parties aware of the permits status. Maintaining records of such communication.
+ Suspending and re-issuing the permit for sanction to test within PTW process.
+ Attending Risk Assessment meetings when required.
+ Acting as focal point for all matters relating to Permit Issue and Permit Control.
+ Chairing the CXG Yard's Daily PTW Coordination Meetings.
+ Monitoring PTW use and application through routine facility tours. Performs audit of minimum one permit per day.
+ Maintaining records of authorized Area Authorities (AA), Performing Authorities (PA), Authorized Gas Testers (AGT), Responsible Electrical Persons (REP), Responsible Mechanical Persons (RMP) Responsible Instrument Persons (RIP) and Isolating Authorities (IA) with examples of signatures, as required.
+ Liaising with Insulation Authorities (IA) to ensure implementation of isolations as required on the various isolation certificates.
+ Liaising with the Vessel Conversion Manager in case any conflicts between permits applied for. In cases where two permits are requested for SIMOPS, shall liaise with the Conversion/Completions Managers to confirm priority or control measures required for safe work execution.
+ Reporting to Vessel Conversion Manager in case any issues regarding the PTW arise (permit suspended, not signed etc.).
+ Ensuring the correct type and quantity of signage, barrier tapes, permit and certificate forms are ordered and supplied to the site in time prior to start of PTW system implementation and throughout the project.
+ Ensuring the Permit Control Center is suitably outfitted to serve the purpose of PTW System operation.
+ Develops PTW System training modules for the SBM Site Team and Yard (in line with the subject PTW System Procedure) and delivers training.
JOB REQUIREMENTS:
Qualifications and Experience:
- Medium/Long term experience as a Permit To Work Coordinator [5 to 10 years] in the oil and gas, in construction onshore/offshore, in petrochemical and/or revamping Comprehensive understanding of the work being performed on a worksite and organization of an EPCI project
- Proven technical knowledge in electricity, energization, LOTO, hot works, confined space entry, heavy lifts
Personal Skills
- Personal: Strong profile, Rigorous, Disciplined, Influential, Self-starter, Motivated, Respectful of others, Good communicator, Pedagogic.
- Languages: Fluent in written and spoken English and Chinese.
- IT: Proficient with standard MS 'Office' package and electronic mail.
