Job Summary:
Sr Subcontract Administrator, Remote USA
Ideal candidate must be highly organized and resourceful; works quickly and efficiently with minimal error rate; doesn't know it all but is eager to learn and do research to contribute to the team learning environment; wants to become a leader and is on track to do so within the next 2-5 years. Individual will need to be strong in administering T&M subcontracts, BOA's, Teaming Agreements, NDA's and basic subcontracts compliance items, but looking to grow in the below areas.
The position is for an individual that is ready to grow and be challenged in different aspects of Subcontracts Management within a small Government division of a large commercial company. The position will be expected to make meaningful contributions to small business plans, tracking and reporting; subcontracts and procurement policy; ISO and FAR/DFARS compliance; internal and external audits; and various other Subcontracts and Procurement reporting requirements. Contributions in these areas will result in hands on application of skills and may result in the opportunity to affect change within the company and not just high-level socialization.
The position will have an opportunity to mentor and train junior procurement staff and project managers on Subcontracts compliance requirements. Position will work closely with project managers on a daily basis and having the ability to effectively communicate with program staff will be key to being successful in this role. In addition, fostering close relationships with the support staff within the company (contracts, accounting, and finance), to include outside customer relationships (subcontractors, vendors, and independent consultants) will also be essential to success in this role.
Job Duties:
Negotiates NDAs and Teaming Agreements- Experience working with a variety of contract types such as Fixed Price (FP), Time & Material (T&M), Level of Effort (LOE), Blanket Ordering Agreements (BOA)
- Must be skilled in working with Excel to track and generate reports and data for leadership and reporting requirements.
- Manages subcontract funding actions
- Support Proposal efforts - creating moderate to complex solicitations in accordance with Government and Company requirements
- Works with Contracts Management to develop prime contract flow down documents and ensure they are enforced correctly
- Evaluates supplier proposal responses
- Conducts price and cost analysis
- Negotiates pricing and terms/conditions
- Administers subcontracts of various types and complexity, predominately T&M
- Identifies and resolves moderate to complex issues and problems on assigned subcontracts and makes recommendations to management
- Initiates and completes subcontract close-out activities
- Analyzes risks and identifies mitigation strategies
- Acts as primary interface between subcontractors, consultants, and the program for all subcontract and consultant related issues
- Regularly interacts with program management, contracts, project control, finance, business development and suppliers
- Supports all internal and external audits
- Support all Subcontracts and Procurement replated reporting requirements
- Support purchasing card activities
- Support material procurements
- Perform other duties and tasks as assigned.
Required Qualifications:
Years of Experience: 5-10 years of direct relevant experience managing T&M, FFP or CP subcontracts for a US firm contracting directly with the US Federal Government- Education: Bachelors

Preferred Qualifications & Skills:
Knowledge of and experience with: FAR, DFARS, Other agency supplements, applicable U.S. laws and regulations.- Possesses analytical and interpersonal skills in order to perform the job.
- Ability to interact effectively with internal technical staff, peers, and management, as well as externally with customers
- Excellent written and verbal communication skills
- Must have strong organizational skills and be deadline driven
- Must be able to work independently and in a team environment

- Functionally skilled in Microsoft Office products including but not limited to Word, Excel, Outlook and SharePoint
- Ability to prioritize competing priorities and effective time management skills
Compensation:
We provide a competitive pay and benefits package. This position is offering a salary range of $75,000-78,000 per year. Belcan considers several factors when extending an offer, including but not limited to education, experience, geographic location, and discipline.
