Work in Kuwait is contingent upon the applicant’s ability to obtain a work permit from the State of Kuwait, which is requested on the applicant’s behalf by their employer. Effective January 1, 2021, the Kuwait Public Authority of Manpower issued new work permit regulations, informing contractors that it will not issue a work permit to any individual who is fifty-nine (59) years or older and holds a high school grade certificate or less. A two-year college degree or higher is required for all candidates fifty-nine (59) years or older. See Administrative Decision No. (520) of 2020 AD – Amendment to the Administrative Decision No. (552) of 2018 on Issuing the Work Permit Regulations.


Purpose:

To oversees and provide guidance to the journeyman level DS/GS COMSEC activities.

Essential Duties & Responsibilities:

  • Manages a professional team encompassing a wide range of functions within the discipline.

  • Assists in establishing hiring boards to interview candidates for open positions.

  • Evaluates staff, comparing objectives and achievements in staff assessments.

  • Coaches employees in their professional career development and process improvements.

  • Issues disciplinary or corrective actions when required.

  • Recommends termination or contract non-renewal when appropriate.

  • Responsible for completing Performance Evaluations as required.

  • Provides oversight, job guidance and assistance to maintenance personnel assigned to the electronic integrated systems repair shop.

  • Provides guidance and assistance to personnel on current principals, practices, procedures to be employed, quantity, quality of work expected, tools and materials to be used.

  • Plans work schedules, sequence of operations and distribution of work.

  • Instructs new or changed procedures, assists in resolving problems, reviews work in progress, upon completion for correctness and conformance to standards / requirements.

  • Makes minor adjustments in procedures and operations to accomplish work effectively and economically.

  • Ensures equipment and supplies are utilized properly.

  • Adheres to ISO Policies, Procedures, and Work Instructions.

  • Performs all other position related duties as assigned or requested.

Minimum Position Knowledge, Skills, and Abilities:

Education:

  • High School diploma or equivalent required.

  • Bachelor’s degree preferred.

Experience:

  • Minimum 10 years of supervisory experience in electronic equipment repairs and overhaul required.

  • 5 years of experience in electronic equipment repairs and overhaul is required.

  • Comprehensive knowledge of governing regulations, policies, and procedures, required.

Specialized Knowledge and Skills:

  • Excellent interpersonal skills.

  • Must possess the appropriate verbal and written communications skills to conduct meetings, execute plans, prepare reports, plans, and working instructions.

Certification & License:

  • Must have a current, valid driver’s license with a clean driving record.

  • Secret Clearance is required.

  • Must be a U.S. Citizen.


Active Clearance is required: Must have an active Tier 3 Secret U.S. Government clearance.

Note: U.S. Citizenship is required to obtain a Tier 3 Secret clearance.

Work Environment, Physical Demands & Mental Demands:

  • Ability to perform job duties efficiently and effectively.

  • Must be able to work in extreme environmental conditions including dust and high temperatures.

  • Must be able to endure long hours, exposure to weather and hazardous conditions.

  • Must be able to lift up to 50 Lbs.
