Organizational Setting
The Department of Nuclear Safety and Security (NS) formulates and implements the IAEA's nuclear safety and security programme, which encompasses the Agency's activities to protect people and the environment from radiation exposure and responds to the needs of its Member States related to nuclear safety and nuclear security.

The Division of Nuclear Security (NSNS) is responsible for establishing, coordinating and implementing the IAEA's nuclear security programme to protect against, detect and respond to criminal acts or acts of nuclear terrorism and threats thereof. NSNS comprises four Sections:

  • Nuclear Security of Materials Outside of Regulatory Control Section
  • Nuclear Security of Materials and Facilities Section
  • Information Management Section
  • Programme Development and International Cooperation Section

The Programme Development and International Cooperation Section (PDIC) provides support to the overall planning and coordination of the work of the Division including responsibility for and management of the Nuclear Security Fund, the evaluation of results, financial matters; and interaction with and reporting to donors. PDIC assists in the development and promotion of nuclear security through development of IAEA guidance in nuclear security, promotion of relevant international legal instruments, facilitating nuclear security working and advisory groups, and providing Divisional communications and outreach support. The Section assists in human resource development in nuclear security for Member States, coordinating and advising on overall strategy, methodology and evaluation development for the Division's education and training programmes. It coordinates two collaborative Networks for nuclear security education and training, one for nuclear security academic and educational institutions (INSEN) and one for national Nuclear Security Support Centres (NSSCs).

The Programme, Budget and Reporting Unit supports the Division of Nuclear Security on programme and project formulation, output delivery, implementation and results-based evaluation and reporting. It coordinates across the Division and other relevant stakeholders to ensure the timely and accurate preparation of the Division of Nuclear Security's programme, budget and reporting, including activities carried out under the Nuclear Security Fund. It advises on and approves fund allocation and fund matching, balancing Member States' requests with donor contribution agreements and conditions. It monitors the programme and budget process, from planning to implementation and reporting, providing guidance for an effective and efficient results-based management of financial resources. The Unit utilizes a results based programming approach to provide Member States with high quality, well-focused and timely information on programmatic activities and to monitor and report on outcomes and achievements. Within the context of IAEA's Partnership and Resource Mobilization Policy, the Unit applies a coherent resource mobilization plan for the Nuclear Security Fund (NSF), actively liaises with internal and external partners in the implementation of this plan and ensures systematic and transparent reporting on fundraising and related communication activities and results.

Main Purpose

Under the supervision of the PBR Unit Head, the consultant on IT business processes will leverage technical knowledge to provide advice on the design, development, support and maintenance, including final solutions for automating processes related to the implementation and reporting of the NSNS programme on an array of IT Systems that can include integration with the IAEA's Enterprise Resource Planning (ERP) System known as AIPS (Agency Wide Information System for Programme Support).

The consultant on IT business processes will provide technical advice on implementing IT changes required to support results-based management and enhanced monitoring and evaluation. The consultant will analyze and recommend solutions that meet the business needs of the Division for the integration or direct use of the ORACLE based ERP system and will provide day-to-day support and maintenance of the aforementioned automated processes.
Functions / Key Results Expected
  • Conducts analyses of donor conditions on contributions to the Nuclear Security Fund. Determines how this data can best be structured to enhance planning of funding for activities and to allow for sustainable data analytics.
  • Improves the structure of current data and engages in knowledge management to support colleagues in learning and implementing new data management practices.
  • Conducts analysis of incoming data from a variety of sources. Verifies the quality of data by checking for accuracy, consistency and completeness and conducts follow up actions to resolve issues or inconsistencies.
  • Manipulates the structure of data on AIPS as needed and links this data to data visualization tools such as Power BI.
  • Solves problems related to IT and data management processes and proactively suggests alternative solutions.
  • Contributes to continuous improvement initiatives by participating in the development, testing, implementation and management of statistical databases.
  • By working with others, develops solutions for integrating results-based management tools into existing software based on thorough analysis of Divisional needs, as well as the Agency's practices and trends. Drafts technical guidance on the usage of new functionalities and provide hands-on training to the staff.
  • Ensures software interoperability, including for the purposes of statistical data collection against programme performance indicators and optimization of project reporting.
  • Works with colleagues to adapt/reorganize information systems to Division's needs on planning, implementation, monitoring and reporting, ensuring smooth interface with existing financial tools.

Qualifications and Experience
  • Bachelor's Degree in Computer Science and Technology, Computer Engineering, Informatics, or other related fields.
  • Minimum two years of experience in analyzing, improving, and automating moderate to complex business processes of a large organization and modelling, measuring, improving, and/or reengineering business processes, preferably in international settings.
  • Excellent oral and written command of English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian and Spanish) an asset.

Remuneration

The remuneration for this consultancy is a daily fee of up to a maximum of € 300, based on qualifications and experience. In case duty travel is required within the assignment, a daily subsistence allowance (DSA) and travel costs are provided. Health coverage and pension fund are the responsibility of the incumbent.
