Assistant Director: Budget Planning, Ref No. EADP 35/2023 [South Africa]


 

Job Purpose

The Department of Environmental Affairs and Development Planning, Western Cape Government has an opportunity for a suitably qualified and competent individual to co-ordinate and maintain the processes related to the Medium Term Expenditure Framework (MTEF). This post is based in Cape Town, CBD.

Minimum Requirements

An appropriate 3-year tertiary qualification (B-Degree/equivalent or higher) in Financial Management; A minimum of 3 years supervisory level experience in a financial environment.

Recommendation

Basic Accounting System (BAS); Medium Term Expenditure Framework experience; Knowledge of the following: PERSAL (Personnel and Salary Administration) and LOGIS ( Logistical Information System); Standard Charts of Accounts (SCOA).

Key Performance Areas

Budget Management; Compilation of the MTEF (Medium Term Expenditure Framework) Budget; Supervision of staff; Mentoring employees to ensure guidance and direction to prosper in their careers.

Competencies

Knowledge of the following: Strategic and Annual Performance Planning; Budget, review, analysis and quality assurance skills in the budget preparation process; Public Sector finance; Public Finance Management Act and other financial norms and standards; Proven computer literacy (MS Office); Written and verbal communication skills.

Remuneration

R 424 104 per annum (Salary level 9)
